In 2009 Belarus to attract $410mn of foreign investment in its energy system

In 2009 Belarus is set to attract $410 million of foreign investments to upgrade 15 energy facilities. The work is underway with foreign companies to attract foreign investments, was said in the press service of the Energy Ministry of Belarus.


Belarus is going to modernise the existing facilities and construct new heat power plants and hydroelectric plants, increase the use of renewable fuels. In 2008, investments were allocated to upgrade the equipment at the Lukoml state district power plant, Gomel CHP-2 plant, Lida CHP plant, boiler house in Zhlobin and Minsk CHP-3 plant.

In 2009 Belarus wants to reconstruct energy unit No 5 at the Bereza state district power plant, unit No 4 at the Lukoml state district power plant, to construct a heat and gas unit at Minsk CHP-5 plant, to construct the first phase of the Mozyr underground gas storage facility.

Chinese and Russian companies are taking part in the tender for the construction of the Polotsk hydro-electric power station. Russia and India are competing in the tender for the purchase of the equipment for the Grodno CHP-2 plant.

Cooperation has been established with Siemens, Areva, ABB for the delivery of energy equipment. Belarus continues the work with the World Bank to attract a $109 million loan for the upgrade of boiler chop No 3 of the Zhodino CHP plant and boiler house PK-3 in Mogilev.

The Energy Ministry and the Polish Kulczyk Holding Company are discussing the construction of the Zelva Coal-Fired Plant. Their first meeting will be held on April 8, 2009. A joint venture is expected to be set up with the Polish Energy Group as well.

The Energy Ministry of Belarus also had talks with the Swiss ALSTOM company. The sides discussed the construction of a chain of power plants on the rivers of Zapadnaya Dvina and Dnepr, the construction of a 459MW gas-steam unit in Belozersk and a park of windmills.

The Energy Ministry will continue involving foreign companies including companies of the Asian region in the projects to construct energy facilities. At present, the Belarusian side is discussing cooperation with the Chinese National Economic Cooperation Corporation, the Chinese National Corporation for Power-Generating Equipment, Indian BHEL. The ministry is holding a dialogue with a number of Iranian companies.

According to the press service, the Energy Ministry would like to continue cooperation with foreign companies. The ministry will continues working with them to attract investments in the domestic energy sector.
